Library Services & Technology Act Funding

Through the Library Services and Technology Act (LSTA), the Institute of Museum and Library Services (IMLS) provides LSTA funds to the South Dakota State Library (SDSL) to support library services through the Grants to States Program. The annual allotment is based on population, and South Dakota's is currently $1.3 million. All state allotments from IMLS.

In order to receive an LSTA allotment from IMLS, SDSL submits a five-year strategic plan that details library service goals in SD based on LSTA purposes and priorities. The plan must be approved by IMLS. All South Dakota LSTA funds, including any competitive grant projects, address one or more of the four goals in our five-year plan.

  • Institutional Capacity and Support - provide services and resources towards advancing and improving the institutional capacity of the state’s library community to meet the demands of the public and support the continued professional development and training of the state’s library workforce.
  • Access to Information - enhance access to information by providing libraries, citizens, state government agencies, special populations, and other key stakeholders with access to materials, electronic resources, and professional staff to meet the informational needs of all South Dakotans.
  • Lifelong Learning - Collections (print, media, and electronic) of the South Dakota State Library will meet the specialized needs of the state’s citizens, enriching the lives of South Dakotans by offering access to information resources that support and promote continued lifelong learning.
  • Human Services – Statewide Partnerships and Services - develop partnerships with state agencies, schools, libraries, and other appropriate organizations to provide services, activities, and educational opportunities for the state’s citizens to enhance knowledge, skills, and well-being.

Using a population-based formula, the Institute of Museum & Library Services (IMLS) distributes around $180 million among State Library Administrative Agencies (SLAAs) every year. SLAAs are the official agencies charged by law with the extension and development of library services. Funds may be used to support statewide initiatives and services. Each year, approximately 1,500 Grants to States projects support the purposes and priorities outlined in the Library Services and Technology Act (LSTA)

LSTA Five-Year State Plans

The Library Services and Technology Act (LSTA) requires each State Library Administrative Agency (SLAA) to submit a plan that details library needs and establishes projects, activities and service goals for a five-year period. The projects and activities are supported through LSTA funds. The service goals are based on identified needs and reflect the purposes and priorities outlined by the LSTA. SLAAs must also conduct a five-year evaluation of goals, projects, and activities based on the approved plan.

State Program Report (SPR)
The State Program Report (SPR) is a reporting tool used by the 50 states, the District of Columbia, and the U.S. territories for the IMLS Grants to States program. This program is the largest source of federal funding support for library services in the United States. Using a population-based formula, funds are distributed among the State Library Administrative Agencies (SLAAs) every year and ultimately support around 1,500 projects.
