South Dakota State Government Publications

South Dakota State Government Publications are collected by the SD State Library in digital and paper when available. Paper copies are housed at the state library. Digital publications are made available via a digital repository at http://sdsdl-montage.auto-graphics.com/ and can also be accessed through internet search engines.

The South Dakota State Library serves as the state's depository for state agency publications.  During the 2012 legislative session, SDCL 14-1A-3 was updated to include digital (electronic) publications.  Previously, state agencies were required to provide 13 paper copies of state-produced publications to the state library. The law was changed to reduce the number of paper copies and also include digital publications. 

The state library has an extensive collection of state publications from all agencies in state government, including historical information from agencies which no longer exist.

South Dakota Classification Schedule

The classification schedule lists classification stem numbers assigned to state publications by the state library for cataloging and shelving purposes. The schedule contains a combination of both past and present departments (also offices, divisions, boards, commissions, etc.), and does not necessarily reflect current departmental structures.

The South Dakota State Library Digital Collections reflect the history and culture of South Dakota.  Primarily of interest to librarians, researchers, and genealogists, our digital collections include newspaper articles, photographs, state documents, and more.  The collections are best viewed using Google Chrome.

SD state agencies by state statute are required to submit publications to the SD State Library. SDSL is the historical repository for state government publications, some of which go back to territorial days. Historical documents that have been digitized and made available include:

  • SD Legislative Manuals - Blue Books (1903-present)
  • Governors Inaugural/State of the State messages (territorial days - present)
  • Reports of the Attorney General (1897/98 - present)
  • Reports of the State Treasurer (1890 - present)
  • Supreme Court Reports (1877 - 1923)
  • Journals of the House and Senate (1887-1921)
  • Biennial Reports of the Superintendent of Public Instruction (1890 - 1969/70)
  • SD Codified Laws and Session Laws (1877 - ongoing project)

Archive-IT Collection is a collaboration of the South Dakota State Archives and the South Dakota State Library. It is used to preserve the websites of South Dakota State Government departments and agencies. These websites host annual reports, rules and regulations, legislative documents, and other born-digital state publications.

The SD State Library provides online access to electronic versions of South Dakota state government publications at http://sdsdl-montage.auto-graphics.com/. The South Dakota state statutes addressing the gathering of materials by the SD State Library can be found in Chapter 14-1A-3.

The Administrative Rules defining the number of copies state agencies should send to the state library can be found at: legis.state.sd.us.

To submit a state publication to the state library, visit https://library.sd.gov/ACS/dropbox.aspx. If a file attachment is too large, contact Brenda.Hemmelman@state.sd.us for an alternate method of submission. 

South Dakota's Dingell-Johnson Reports, located at the South Dakota State Library and published by the South Dakota Department of Game, Fish and Parks, provide comprehensive information on cooperative state and federal fish restoration and management projects in South Dakota since 1952.

The state library keeps a list of the Dingell-Johnson reports in word document format from 1952 to the present. If you wish to see what titles were produced in any particular year, contact the state library at 605-773-3131; 800-423-6665 (SD Only) or email library@state.sd.us

The South Dakota Conservation Digest magazine has been a staple publication of GFP for 85 years. It provides educational and timely information on our state's outdoor recreational opportunities and the management of our state’s parks, fisheries and wildlife.

The South Dakota State Library has a collection of Conservation Digest's dating from 1936 to the present. The following index was compiled in 2018. The spreadsheet includes tabs at the bottom that represent the year of publication.

 

Federal Government Publications

The United States Government is the largest publisher in the world. It distributes materials in a variety of formats, including electronic, CD, microfiche, and paper. As part of its publishing program, the U.S. Government Publishing Office (GPO) through the Federal Depository Library Program (FDLP) distributes certain classes of government documents free of cost to designated libraries throughout the United States and its territories.These libraries are known as Federal depository libraries.

In February 2024, the Government Publishing Office (GPO) announced their intention to transition to a Digital Federal Depository Library Program (FDLP).

Two great resources for accessing federal information are GovInfo.gov and USA.gov. GovInfo, which is produced by GPO, provides free public access to official publications from all three branches of the Federal Government. The site does more than just allow public access. GovInfo is also a content management system, designed to ensure security and integrity of information, and a digital repository that will allow information to be preserved for generations. The site is ideal for researchers looking for documents from Congress, the President, or federal agencies.

USA.gov is the official website of the U.S. government, and a great resource for those trying to find information on services provided by the federal government. The site is great for finding out how to get a passport, register to vote, check the status of tax returns, apply for a government job, learn about government benefits, or anything about the government. The search engine on USA.gov allows users to search for information on any government site, .gov sites, which ensures results are from trusted reliable sources.

Both resources are excellent resources to use to find government information.
